Description

When installing with IIS/.net configuration, attempting to log into the site administrator will fail. Turning on errors in php.ini reveals that the IIS guest account does not have defined permissions for the temp directory that is specified in php.ini

When installing, the temp directory should have access permissions defined for the IIS guest account.
