Use Apache source distribution in Oem\LinuxApt instead of having a separate binary distribution

Description
Instead of maintaining a separate binary distribution of Apache, we should be building apache from the existing source distribution found in Oem\LinuxApt.

Turns out the the source distro is a unix-only one, which can't be built as-is on windows. Why on earth would Apache have a win32-specific one and a unix-specific one????? It's just source-code!!!
Closing this ticket as a result.
