Hello, I built the debug version on windows and I am in "Testing the Map Agent" in "Verifying the Configuration" but the link "Debugging the Server" in the documentation doesn´t work (the address is ​http://ws1a9193826455f5ff9110c71085341391d-402d.htm).

The address I have in this document http://mapguide.osgeo.org/sites/mapguide.osgeo.org/files/BuildingAndConfiguringMGOSOnWindows.pdf is way different than what you have written above? Where are you finding the document with the invalid URL?
