Selection of point symbols with non-default offset do not highlight correctly

Description
- Create a layer definition where points are represented by symbols with a custom offset.
- Add the layer to a map, and view it in a weblayout.
- Select a symbol from the point layer.
- Notice the highlight box is not around the symbol, but instead it is around some area that is offset from the symbol.
