Web Extensions cannot connect to Server when machine is disconnected from network

Description

Start the MapGuide Server and Web Extensions when connected to the network. Everything works. Disconnect from the network (standby, disable network, etc). MapGuide will cease to function and the Web Extensions will throw "cannot connect" exceptions.
