Description
We need to add (and document) a new option to the ApplicationDefinition that allows a developer to modify the ratio used to buffer untiled layers (singleTile in OpenLayers parlance). Also, the default value should be changed to 1.0.

already implemented with the MapRatio extension in the MapGroup -> Map object in AppDef.xml. The default value is set to 1.
