Long tooltips truncated depending on feature location

Tooltip rectification does not always work correctly when floating over objects closer to the edges or the map display. The problem varies based on whether using IE or Firefox. IE behaves fine when floating over objects near the top, left, or right. In this case, it automatically positions the popup properly so the whole tooltip is displayed. But, at the bottom, the tooltip popup is truncated at the bottom. Firefox behaves the same way, but has other problems with objects on the right: long tooltip strings may be truncated whereas IE will wrap them.
