Feature labels of lines are missing if that layer is not tiled.

Description

MapGuide does not render all the feature labels that are visible in the current view, but only if that layer is not a tiled layer.

UnTiled.jpg shows this problem.

Tiled.jpg shows what the result should actually be.

MapGuide version was 1.2.0 RC2
