Add Resampling Method for gdal feature source xml document

Description

I believe starting with FDO 3.8, resampling methods for gdal feature sources have been implemented. Adding an option to select the resampling method to be added as a parameter in the feature source xml document would be helpful instead of having to manually input. See:
