The next version of MapGuide introduces schema revisions for the following resources:
- Layer Definition
- Symbol Definition
- Map Definition
- Web Layout
- Watermark Definition
Add support in Maestro for these resources

Note that Layer Definition includes a non-additive schema change for the first time. Need to figure out the best way to handle this.
Web Layout just includes a new basic command type (Maptip)
Map Definition and Watermark Definition are version bumped because they depend on Symbol Definition, which has been version bumped to support path scaling.
