Layer Styles scale ranges don't work

Description
When editing a layer, set different symbology for different scale ranges and save. Changes will not be saved. This has been broken in Maestro v3.5. It worked it 2.x, and even in 3.1.

I am going to need exact steps for reproduction with any sample data (if not reproducible with the Sheboygan dataset)

I can't seem to reproduce this one today - though at the time that I submitted this, I was able to.
