Print Layout Omissions when selecting layout properties

Description
When creating a new print layout and check/uncheck boxes for layout properties ("Title", "Legend", "URL", etc) it doesn't create a
<LayoutProperties>
callout or anything under it such as
<ShowTitle>
in the xml file. However, if I have an existing Print Layout with layout properties and change the properties by checking/unchecking the properties it will change "true/false" under the corresponding property. Seems to be the same issue on v3.1.0.5859 and 3.5b1 releases.
