Add more details on log file behaviour to serverconfig.ini file

The serverconfig.ini file contains a substantial amount of documentation on how to use various parameters, but is missing information critical to configuring log files:
- What behaviour MaxLogFileSize enables (does MapGuide stop logging, truncate entries from the beginning of the log, stop running, ???)
- What parameters can be added to the logfile name to create day/month/year-based logfiles
Please consider adding this information to the serverconfig.ini file.

One of the other issues with documenting the serverconfig.ini file is that it will only be documentation for a single language (i.e., English) at a time. Trevor's idea for linking to trac seems like it could resolve this issue as well.

As an alternative solution, perhaps we can embed a link to a Trac page in serverconfig.ini and then document the serverconfig.ini settings in Trac. HTML is a much richer documentation format.
