Description
When uploading a capabilities document encoded in ISO8859-1 to a MB database with UTF8 encoding layer title characters are displayed wrong in the GDI tree structure.
Tested at: http://mapbender.telascience.org/current/ with OGC WMS document: http://www.mapbender.org/wms_capabilities/wms_nuernberg_luftbild.xml
