New projections and datums definitions for ECW files

Description

I have added to the ecw_cs.wkt file the most important definitions of projections and datums used in France and french overseas territories.

The parameters are based on the latest IGNF registry (2010-11-28) found at ​http://lambert93.ign.fr/fileadmin/files/IGNF-spatial_ref_sys.sql .

I have attached a patch to this ticket.

Patch applied in trunk (r21522), 1.8 (r21523) and 1.7 (r21524).

There is a non-trivial risk that we will lose these definitions if we update from the original GDT files again.
