Shift-select doesn't work

1) Create a Fusion layout based on Sheboygan sample data

2) Zoom in until parcels are visible

3) Click on the select button to enter selection mode

4) Select one parcel

5) Shift-select to attempt to add another parcel to the selection

The selection either fails silently, or an error dialog pops up with a coordinate-system-related error message.
