Update DLL version info for FDO components

Description
The VERSIONINFO data in .rc files for the Windows FDO components has some information which needs updating:
- years in the LegalCopyright field need to be updated to 2009
- some FileDescription and OriginalFilename fields have typos
- the ProductName field is not consistently set to "Feature Data Objects"
- a couple components have missing Comment fields (SQL Server Spatial)
- some InternalName fields are incorrect (SQL Server Spatial)
- one component (Managed SQL Server Spatial Overrides) has an incorrect CompanyName

An additional problem is that the FileVersion field is not being updated for the 32-bit build. This is because the field doesn't have enough characters for the StampVer utility to set a version of the form 3.4.0.xxxx. The FileVersions stored in the resource files currently look like 3.4.0.00. To fix the problem they simply need to be changed to 3.4.0.0000.
