Download the latest version of Proj4js here.
The library is distributed as a .zip file, unzip this file in a web-accessible directory and then include the file lib/proj4js-combined.js in your web page. See the UserGuide for more details.
Coming soon! In the meantime, please use the trunk version of the SVN repository at https://svn.codehaus.org/mapbuilder/cscs/trunk
