dohn commented on this in #908 that the state_lookup table is not complete therefore the loader doesn't generate for these.
As I recall I think it's the code that is the problem. I've added a true state_fips already which is character and had changed some functions to look at that field, but I still need to correct the entries. I think these are all non-continental and are present but the fips is wrong.
