Okay in further correspondence on postgis channel, it appears postgis.gdal_config_options is the right thing and there is no such thing as GUC as postgis.gdal_vsi_options

okay more complicated seems like it is use as the reporter commented

gdal_vsi_options is defined and used in rtpostgis.c
