cloud.drone.io not testing github pull requests

I don't know if this got accidentally taken out or what.

We had decided to have cloud.drone.io to test just pull requests to conserve minutes. This was to have upgrades be tested.

Two ways to deal with this. enable it back,or use Github Actions instead, using our docker image that is configured to do upgrades.

This one I guess we don't need to run except for pull requests.
