Description
When sfcgal is not built, utils/postgis_regress.pl cannot be built.
This is currently spotted by gitlab-ci which is the only bot building without sfcgal: https://gitlab.com/postgis/postgis/-/jobs/5419674573#L4706
Only happens in 3.3 branch
