CI fails due to non-enabled Ukrainian translation

Description

Commit [6173c99055a35f4c3e2efce4696a464593da70cf/git] added an empty Ukrainian translation - the commit was pushed directly by Weblate, according to git log, and had author Denys Kovshun (in Cc).

This broke the CI build because a check (all languages are enabled) started failing.

Now, before fixing this I'm wondering why Weblate allows pushing an empty translation to the repository and whether we can prevent that and require a minimum of translated strings exist before pushing.

I'd also like to understand how Denys convinced Weblate to create an empty translation.

A subsequent commit ( [c8c3d765d521403b4c8241af0245fc50bae27c6b/git] ), made by a machine (DeepL, I believe), translated a SINGLE string.

Language suffix is -uk, not -ru

well I'm closing as fixed, would still be interested in Denys story but the wait doesn't require this ticket staying open
