Description

As spotted by relaxng based validation: ​https://woodie.osgeo.org/repos/30/pipeline/1045/6#L1386

We are currently having nested <para> which is invalid in docbook: ​https://tdg.docbook.org/tdg/4.5/para

The Makefile rule creating those .tag files should strip the <para> tag which is used in the xsl-config.xml source to allow translation of the content
