Description
I'm not sure what is wrong but since the last commit I did, a lot of files were changed even though the only change is a date difference.
Seems our logic to prevent that is no longer working on my system or is missing. I didn't check where that is set.

Okay I just realized that before I did a reconfigure, my makefile script did have things that had changed. So my makefile was probably thinking they were different. So this is probably a onetime issue.
