ValidateTopology does not check for NULL MBR in universal face

Description
If the universal face for any reason ends up with a non-null MBR, the ValidateTopology fails to report that as an error. It shoud.

This was actually fixed by [80806376a566ebd1b2edfe0dd0a69dc1c3f718cd/git] after a duplicate report #5766 (refer to that ticket for more info about which versions got the fix)
