Add to trisquel address standardizer build and checking

Description

In working on address_standardizer_data_us, I discovered that only winnie and debbie are checking these.

Need to have cloud drone check as well since cloud drone also does upgrades using the hefty trisquel2 dokcer image.

It looks like it's PCRE missing: ​https://woodie.osgeo.org/postgis/postgis/build/312/10

checking for PCRE2… no checking for PCRE… no ADDRESS_STANDARDIZER support: disabled

Should be available on next docker build: ​https://git.osgeo.org/gitea/postgis/postgis-docker/commit/2abfdc0b17fe3f674f079f01bb28ce74967915dc
