Regress failure on GEOS 3.10+ test_lwgeom_clip_by_rect

test_lwgeom_clip_by_rect ...FAILED
15:11:14     1. cu_clip_by_rect.c:72  - CU_ASSERT_PTR_NULL(out)

Both debbie and winnie are showing this error and I tested with winnie's geos build and also showed the error.

This is with geos version:

Will close this out if @pramsey commit of 5 minutes ago fixes the issue

Okay not sure if it was your geos change or postgis but both winnie and debbie are happy again and thank you very much @pramsey
