Setup Github Actions for PostGIS to replace Travis

Description
Since travis has seriously scaled back their time offerings, I think it's worthwhile setting up github actions.
Geos has already made the move and so has pgRouting.

We should probably add to 2.5 and 2.4 since those are still supported.
