[3.1] Raise minimum requirements

Description

Umbrella ticket to raise minimum requirements for dependencies in 3.1. Currently proposed changes:

  • Raise minimum PG version from 9.5 to 9.6.
  • Raise recommended GEOS version from 3.7 to 3.8.

Debbie's build (​https://debbie.postgis.net/view/PostGIS/job/PostGIS_trunk/) is broken because it's trying to build 9.5 too.

I don't think that the PG matrix of Debbie (what PG versions build against what postgis versions) is scripted, or I can't find it in the repository itself.
