postgis-build-env: Generate new PG12 docker build

Description

As PG13 development has started, we need a new build image with REL_12_STABLE branch.

I'm planning on using:

  • Postgres: REL_12_STABLE
  • GEOS: 3.7
  • PROJ: 6.1.1
  • GDAL: 3.0
  • Compilers: Both clang and gcc builds
