Description
I've been getting errors running trunk on new debbie
I thought maybe it was something with proj 5.2.0 and changes we made in 3 because PostGIS 2.5 runs fine.
However when I try to test 5.2.0 on my desktop, it desn't error out so not sure if its something I missed installing or I have 2 versions of proj lurking

I think the problem may be I installed the 5.2 binaries but an older development lib and since 3.0 takes advantage of > 5. enhancements, 2.5 problem doesn't care about these new function. Going to try to remove and reinstall proj
