It appears gitlab-ci is running GEOS 3.5, so fails our 3.6 or great requirement on PostGIS 3.0.

Debian Stretch (9.x) doesn't have GEOS-3.6 either, will try something else in here: ​https://gitlab.com/postgis/postgis/merge_requests/13
