FreeBSD 11.2 32-bit regress brin failures

I think this might have been just regress changes we neglected to backport, as I recall we had these in 2.5 development too and Darefei fixed them. Not sure what he did to fix.

PostGIS < 2.5.0 did not pass 32bit and FreeBSD tests. Can we just not try to support it?
