Have utils/check_all_upgrades also check topology and raster

I've found the corrent check_all_upgrades is only running tests under BUILDDIR/regress, which excludes topology and raster (and thus the corresponding upgrade paths). This should be fixed ASAP.

… rather than just core testing, this should now include
raster and topology.
