Description
Note we now have a commit that requires 9.4+ #4006 so now is time change configure yeh.
Also now all of our bots are running 9.4+ and GEOS 3.5+ we can kill support for GEOS 3.4 as well.
I'll start by changing configure script and then start dropping checks.
