Description

Finally got winnie back to working again and ogsh darnit a real failure.

Hard to say when this started since my SFCGAL misconfig has had her out of commission for almost a month

In 16395:

revert commit r16327 of this file. Was causing parse-address test to fail.
Closes #4024
