winnies svn hooks not working

I thought I had tested this when we upgraded the hooks to ssl, but just checked and last run of winnie's builds was Nov 29th, 2017.

I just manually triggered the trunk build.

Issue happened when I switched winnie to proxy her own traffick.

I'm using Caddy for proxying and by default only tls1.1 and tls1.2 were enabled for security reasons.

I had to add tls1.0 otherwise when doing curl call from tracsvn

to ​https://winnie.postgis.net:444

would yield this error:

 error:1407742E:SSL routines:SSL23_GET_SERVER_HELLO:tlsv1 alert protocol version

anyway we know the tracvm is old and needs to be upgraded, perhaps when we get new hardware I'll bring it up again on SAC
