Get rid of version number in address_standardizer lib

When I merged in address_standardizer in PostGIS code base, to be consistent, I had the lib name change to have -postgis_version at end to be consistent with other extensions.

Now I realize that was kinda stupid because the functions never change probably never will and all improvements are just in the implementation of the functions in it and current just creates a swath of address_standardizer-2.4.so, address_standardizer-2.3.so etc.

So going to go back to old way of just having it called

address_standardizer.so
