Description

Now that we have ST_FrechetDistance which relies on GEOS 3.7.0 (though it's not released), the warning that appears should really say you should build with GEOS 3.7.0.

In 15529:

Change warning from GEOS 3.5.0 (that was too low already since we had functions in 2.3 that need GEOS 3.6), to GEOS 3.7.0.
Closes #3802 for PostGIS 2.4.0
