postgis upgrade test is broken

So I was trying to troubleshoot why travis is failing on upgrade test, and I get a failure as well (at least when testing against postgresql 10 beta2

pg_dump: too many command-line arguments (first is "-f")
Try "pg_dump --help" for more information.

At first glance it looks like args are out of order. database name should be the last thing in output. I'll try to fix.
