Running make under extensions/postgis triggers a make check

Description
Problem is extensions/postgis/Makefile.in includes ../upgradeable_versions.mk upfront so the first rule in that file is used as the default rule on "make", and it happens to be a check-installed-upgrades rule.
Only trunk (2.3.0) is affected.
