FYI: issue filed upstream to osgeo: https://trac.osgeo.org/osgeo/ticket/1561
(wouldn't it be wonderful if these cross-osgeo-trac-links could be automatic?)

I can't confirm UTF8 is broken in those files. And the gitlab mirror shows them fine: https://gitlab.com/postgis/postgis/blob/svn-trunk/authors.git
The é in Nicklas name is correctly written with multibyte C3 A9, so this must be a trac issue.
