address standardizer not installing when doing make install from source root

Description
Actually make doesn't seem to be running either. I thought I had taken care of this, but maybe never committed my change to configure.ac
I had to cd into the extension/address_standardizer
make make install
to force install

Okay this turned out to be a false alarm. None of my extensions were running before I had my testing script set to —without-raster and that disables extension building and installing entirely (with the full make).
