Regression tests for address_standardizer

I'm thinking of just having extension tests and dispensing with the others since I want to be able to load up the data extension and use that for testing and fiddling with paths will become cumbersome.

Committed at r13972 to use the postgresql pgconfig installcheck machinery.

I'm not sure how to trigger it as part of our battery of tests, and perhaps it shouldn't since it won't work if not installed. (and given most of our other tests work without installation, probably best to leave it like this for now) and document how to test in docs.

cd extensions/address_standardizer
make installcheck

I changed winnie's regress script to do the above.

I'll close this ticket once I've put steps in installation docs section and cleaned up tests so not failing on winnie.
