Wrong documented behavior for ST_LengthSpheroid

Description
The LengthSpheroid family of function (ST_LengthSpheroid, ST_Length2DSpheroid) are documented to return 0 if anything but a LINESTRING or MULTILINESTRING is passed as input. Instead polygons are also handled (I think returning perimeter).

Applied to trunk at r14873, 2.2 at r14874, and 2.1 at r14875 and r14876. For 2.2 and trunk I added tests showing current behavior w/polygon types.
