shp2pgsql -n imports deleted rows

Description

If the source DBF has rows that are flagged for deletion they are still inserted into the postgres table.

The attached 'example.DBF' had four rows, two of which were subsequently deleted. When viewed Excel, MapInfo, ArcView, etc. only two rows show. However when imported to PostgreSQL via shp2pgsql -n all 4 rows are imported and displayed. What version of the product are you using? On what operating system? PostGIS 1.3.3 on Windows XP.

Attached patch against 1.3 branch should fix it, please test.

Thanks Paul. The patch appears to have done the trick, at least in my limited testing.
