[raster] Hide unselectable tables from raster_overview and raster_columns

Description

As already done with geometry_columns and geography_columns we should not show tables over which the caller has no 'SELECT' privilege in the raster_columns and raster_overviews views.

Not sure if it can be a 2.1 item.
