Description
This is similar to what we have for tiger geocoder and thinking it too would go in extras.
Though it might need more than one since there is a lot more to know about it and it has a tad bit more than just functions to know about it.

okay started this. I made some mistakes because I had diabled my docbok validator.
So revisions are r12727 - r12730
I made it as a separate chapter so we can add multiple sections. Once built — it should appear right after topology. What is left to do
1) Flesh out the about this 2) Examples for standardize_address function 3) add the parse_address function to functions section 4) Add section for table lex, gaz, rules and what the different fields and elements mean. In particular the rules table which is non-obvious but I assume most of the content from here can be used - http://www.pagcgeo.org/docs/html/pagc-11.html#ss11.3
Note I did also add section type which has the stdaddr and for each column what the token number is in rules.
