PostGIS 2.2 windows build and regress completed successfully for 9.1-9.3 (32-bit and 64-bit) so think we are back in business and took down notice off windows downloads page: http://postgis.net/windows_downloads
I still have to test and clean out kinks with pgRouting and PointCloud.

Rebuilt winnie with new drive and with Windows 2012 R2 x64 (old was windows 2003 x64). So far so good. Resetup Jenkins and just fixing some path issues since storing jenkins workspace (not on C anymore). Once we're done with that will proclaim success and remove the disclaimer from website.
